Lyudmila Weyer heads the public law, urban planning, and energy departments at the Paris office.

With a solid general academic background (Sciences Po, 2000), in international law (DEA in International and European Economic Relations, Nanterre 2002), and in public law (DESS in Urban Planning, Construction and Public Works Law, Paris I 2003), Lyudmila has been registered with the Paris Bar since 2004. She began her career with the law firms Sur & Mauvenu and De Gaulle Fleurance & Associés, before founding her own law firm specializing in urban planning and public procurement law, regularly representing her clients—builders, architects registered with the Mutuelle des Architectes Français, and public entities.

Lyudmila has also developed a real estate transaction intermediary practice and has been involved in numerous international negotiations.

She is the author of several authoritative works in urban planning and public contract law (including “Délégations de service public en pratique“, “Les participations d’urbanisme en 180 questions“, and “Le permis de démolir“, published by Le Moniteur) and teaches in these areas (Groupe Moniteur, Dalloz, EFE). Lyudmila’s work is widely recognized (ranked as “well-known practice” in Development and Construction Law – Architecture Law, and as “quality practice” in Real Estate Law – Real Estate Taxation, Leaders League 2023).
She was a lecturer in hydroelectric energy law in the Master’s program in Energy Law at the University of Paris 1 (2013–2021) and at the University of Lyon 3 (2021–2023).

Lyudmila works in French, English, and Russian, and is also fluent in Dutch and Italian.
