With LawaL since 2022, he has a background in senior executive roles at the Bank of Italy, where he oversaw banking supervision and crisis management of banks and other financial intermediaries, and represented the institution in various international forums. He led the establishment of deposit insurance systems in Italy, following their regulatory and operational evolution, and was a member of several ministerial commissions for the reform of Italian bankruptcy law.
He served as Chairman of Banca Carige, Cassa di Risparmio di Genova e Imperia, during the 2021– 2022 biennium, and was Director General of the Interbank Deposit Protection Fund (FITD) from 2014 to 2020—a period marked by profound institutional and regulatory changes at the European level. During this time, he led the reform of the Fund’s Statute to align its structure and functioning with the new rules introduced by Directive 2014/59/EU.
From 2006 to 2008, he was a member of the Basel Committee on Banking Supervision, representing the Bank of Italy, and in 2001 he was part of the “Task Force On Dealing With Weak Banks“, established by the Financial Stability Forum and the Basel Committee on Banking Supervision, in collaboration with the World Bank and the International Monetary Fund.
Associate Professor of Economic Law since 2013, he currently teaches at the University of Cagliari in the course “Banking Crisis Management” within the degree program in Economics and Finance, and is also a contract professor at G. Marconi University in Rome in the Master in Business Administration program.
Graduated in Economics and Business from the University of Bari in 1979, he is the author of numerous scientific publications on banking and financial regulation and in the field of bankruptcy law. He has published books, articles in specialized journals, and contributions to collected works. He is Series Editor of Palgrave MacMillan Studies in Financial Instability and Banking Crises Regulation.
